香港六合彩挂牌资料 was the majority partner of the consortium responsible for the management and operation of the Low Level Waste Repository (LLWR) in West Cumbria, UK and the development and implementation of the National Low Level Waste Programme. LLWR is the national facility for the disposal of low level radioactive waste in the UK. Upon contract award the client, the Nuclear Decommissioning Authority, saw an urgent need to expand capacity to meet the demand of the waste generators which would have seen the repository reach full capacity by 2022. Sourcing an alternative LLWR site would have been a lengthy process with an expected price tag of more than 拢2 billion and a significant cost burden to the UK government. Severe measures were required to avoid bringing the UK decommissioning programme to a standstill.

We resolved the short-term capacity gap by constructing Vault 9 and submitting an Environmental Safety Case (ESC) that was approved by the Environment Agency to allow disposal operations to continue for over 100 years.

Based on the national Transuranic Waste Programme in the USA, and with extensive engagement with UK government and regulators, 香港六合彩挂牌资料 worked with the NDA to implement a Government Policy and a National LLW Strategy that provided the working envelope for implementation of the strategy. 香港六合彩挂牌资料 introduced an integrated approach to waste minimisation with the establishment of waste treatment and alternative disposal routes between the generators and the supply chain. Robust characterisation methodology and stringent adherence to the Waste Management Hierarchy was incentivized and linked to the waste acceptance criteria in the ESC, to encourage change in behaviours and waste management practices.

As the site operator, we successfully transitioned the business to become a capable programme delivery organisation; safely and compliantly delivering the Plutonium Contaminated Materials (PCM) Decontamination and Decommissioning Programme (拢100M), Repository Development Programme Phase 1 (拢85M), Site Security Upgrade Programme (拢25M) and Vault 9 construction (拢25M) alongside a myriad of other minor projects.

Project Highlights

  • Developed and implemented a national Low Level Waste (LLW) Strategy that secured cost avoidance savings of 拢455m through waste diversion and treatment instead of waste disposal at LLWR
  • Saved 拢2 billion by eliminating the need for an additional LLW Repository

Under 香港六合彩挂牌资料鈥檚 leadership, the highly prioritised Exotics and Out of Reactor Breeder Fuels Programme was successfully delivered from the Dounreay Site in Scotland. The task was to transport over 13 tonnes of 鈥榚xotic鈥 fuel (unirradiated plutonium and uranium) material from Dounreay to Sellafield and other domestic and international locations for repurposing.聽 Completion of this activity lowered the security level required at the Dounreay site and ultimately advanced the decommissioning and clean-up mission. The Programme was valued at 拢329 million and was delivered from 2012-2019.

The material was located in purpose-built stores at Dounreay for many decades under full special nuclear material (SNM) security and safeguard controls. The majority of the SNM was stored in cans of various sizes. The critical material was shipped under full Category 1 security arrangements in Type B flasks using road, sea, rail and air transport, depending on the destination.

The programme was delivered in a proactive and integrated manner with a team consisting of 香港六合彩挂牌资料, DSRL, Sellafield, US Department of Energy, UK Department of Business Energy Industry and Strategy, Nuclear Decommissioning Authority, Civil Nuclear Constabulary, UK Ministry of Defence, US Air Force and supply chain members. In 2008, the 香港六合彩挂牌资料-led team managing the Low Level Waste Repository (LLWR) had an urgent task to address capacity issues at the site. With disposal capacity in Vault 8 almost full (approximately 350 container spaces left) and waste arising at a phenomenal rate per year (over 700 containers), immediate action was required to alleviate backlog waste and avoid stalling the Nuclear Decommissioning Authority鈥檚 nuclear decommissioning programme. Construction of Vault 9, incorporating advances in technology, with multiple layers of environmental protection, was accelerated to ensure continued and uninterrupted storage at the Repository. In an unprecedent move, a designated area of the new vault was identified for early completion and handed over to the LLWR Site Operations team in July 2009 to enable storage of low level waste containers under fully regulated Site Licence Conditions, whilst construction of the remainder of the vault continued.

Vault 9 was officially opened on Thursday 29th July 2010 with LLWR employees, civic leaders, local authorities, community representatives, regulators, customers, and other key stakeholders in attendance. It had been delivered safely, within cost and schedule constraints whilst ensuring that exacting regulatory quality requirements were met. At the time it was anticipated the vault would be serviceable for around 10 years, but alternative disposal and waste treatment solutions, pioneered under 香港六合彩挂牌资料鈥檚 leadership, have ensured Vault 9 will be operational for considerably longer.

As part of the Parent Body Organisation (PBO) at Dounreay Site Restauration Ltd (DSRL) 香港六合彩挂牌资料 was responsible for management of the construction of the unique near surface disposal vaults adjacent to the site. The two vaults, at a capital construction value of 拢30m, were the first to be commissioned in Scotland to manage low level waste (LLW) arising from site decommissioning activities and providing a safe disposal route for 80% of Dounreay鈥檚 LLW. They are a cornerstone of the site closure contract.

Each vault covers approximately 1.8 hectares and is 11 metres from top to bottom. The largest vault is 80×50 metres, the second vault only slightly smaller. Each vault consists of a reinforced concrete floor slab founded on bedrock with reinforced concrete walls and sheltered by a portal frame cover building. The drainage and pumping systems ensure that the vaults remain dry during the waste emplacement phase. Operation of the vaults began in 2014 and over 200 half-height ISO containers have been disposed. When the vaults are filled, they will be capped and closely monitored for a period of time allowing for radioactive decay. After this period there is no requirement for institutional control as there will be little, or no, hazard remaining, and the engineered closure cap is designed to deter any accidental human intrusion into the vaults.
